ᐊᑐᔅᒐᐅᓐ ᐛᔅᑯᑎᒪᑎᓱᓇᓄᒡ ᑲᒪᒧᐎᓇᓄᒡ
The Naskapi Local Management Board (“NLMB”) is
mandated to: priorize the training and employment
needs of Naskapis residing on Category IA-N land
and in its vicinity in the Territory defined at
Subsection 1.16 of the NEQA and of Native non-Naskapis
who have resided on Category IA-N land for a minimum
of twelve consecutive months preceding their request
for assistance (collectively referred to hereinafter
as “Eligible Persons”); provide funding to meet
those needs; develop employment and training programmes
pursuant to the Regional Bilateral Agreement.
The NLMB is a semi-autonomous decision-making
body. It has no legal status. Each training programme
funded by the NLMB therefore requires a sponsor.
A sponsor can be any organization or individual
that is able to demonstrate to the satisfaction
of the NLMB and the NNK a sufficient ability to
administer a training programme or employability
measure. In the Naskapis’ context, the majority
of the programmes have been sponsored by the NNK
or the NDC.
The NLMB comprises representatives from socio-economic,
political, educational, and cultural organizations,
and from the community. The members of the NLMB
and the respective organization that they represent

Naskapi Community Economic Development

The mandate of the Naskapi Community Economic Development Organization
(“CEDO”) is to: priorize the business development needs of Naskapis
residing on Category IA-N land and in its vicinity in the Territory
defined at Subsection 1.16 of the NEQA and of Native non-Naskapis
who have resided on Category IA-N land for a minimum of twelve
consecutive months preceding their request for assistance (collectively
referred to hereinafter as “Eligible Persons”); identify and follow
up on matters related to the infrastructural improvement of Kawawachikamach;
identify business opportunities in the Kawawachikamach/Schefferville
area and Eligible Persons who may be interested in taking advantage
of those opportunities; priorize the completion of feasibility
studies; recommend to Council the provision of funding to meet
the foregoing needs out of the budget granted to it; and to do
all such other as may be necessary or desirable to give effect
to the foregoing.
The CEDO comprises representatives from socio-economic,
political, educational, and cultural organizations,
and from the community. The members of the CEDO

Personnel committee

ᐊᑐᔅᒐᐅᓂᔪᐤ ᐊᒋᑕᐸᑕᒡ ᑲᒪᒧᐎᓇᓄᒡ
The mandate of the Personnel Committee is to make
recommendations to Council with respect to hiring
employees and to undertake those tasks related
to the efficient management of personnel that
Council may from time to time assign to it.
The Personnel Committee is composed of the following
eight members:
two male Naskapi beneficiaries;
two female Naskapi beneficiaries;
the Housing Officer;
the Social Assistance Program Administrator;
the Director General when matters related to Nation Employees are being discussed;
the Director of Public Works when matters related to Department of Public Works Employees are being discussed.

Naskapi Education Committee

ᔅᑯᑎᒪᑐᐅᓐ ᑲᒪᒧᐎᓇᓄᒡ
The Naskapi Education Committee (“NEC”) was created by virtue of
Section 11 of the NEQA. The mandate of the NEC is to:
- determine the calendar year of the School,
in accordance with applicable laws and regulations;
- develop the content of courses designed to
preserve the Naskapi language and culture;
- determine the number of years of secondary
school instruction to be offered;
- participate in the selection procedure regarding
the hiring of School personnel;
- recommend to the Central Québec School Board
(“CQSB”) policies for the placing in other
secondary schools of Naskapis residing on
Category IA-N land, with particular regard
to Naskapi students obliged to attend school
outside of the community; and
- determine the date when the election of members
of the Committee shall take place.
The NEC works in close collaboration with the JSMS,
the Ministère de l’Éducation du Québec, and the
CQSB. It comprises the following five members:

Naskapi Justice Healing Committee

ᑎᐸᔅᑯᓐᒐᐅᓐ ᑲᒪᒧᐎᓇᓄᒡ
The Naskapi Justice Healing Committee (“NJHC”)
was established in November, 1995. Its mandate
is to ensure Naskapi involvement in the administration
of Justice on Category IA-N land. The NJHC’s mandate
is to assist judges in sentencing matters, assist
probation officers in the administration of probation
orders, and to help with the reintegration of
community members upon their release from prison.
The NJHC comprises the following elected persons:

Recreation Committee

ᒪᑐᐛᐅᓐ ᑲᒪᒧᐎᓇᓄᒡ
The mandate of the Recreation Committee is to
organize and fund, from the budget allocated to
it by the NNK, recreational activities for Naskapis.
In previous years, it has organized and/or funded
several activities, such as Hockey Tournaments,
Halloween Dance Party, New Year’s Party and Gifts
for Children, and Broomball and Hockey Bottine
Tournaments, to name a few.
The Committee is composed of the following persons:
- the Recreation Director;
- one male and one female student at the Jimmy
Sandy Memorial School (“JSMS”) nominated by
the Naskapi Youth Council;
- one staff member nominated by the JSMS;
- two parents of Naskapi teenagers nominated
by Council;
- one staff member nominated by the Kawawachikamach
Dispensary;
- one member of Council nominated by Council;
- one member of the Naskapi Police Force nominated
by the Naskapi Police Force;
- one Naskapi beneficiary nominated by the
NDC;
- one member of the Health and Social Services
Consultative Committee (“HSSCC”) nominated
by the HSSCC.
Naskapi beneficiaries are not eligible for membership
on the Committee unless they reside on Category
IA-N land.
No person is eligible to be appointed as a member
of the Committee if, within the three years preceding
his or her appointment, he or she has been convicted
of a criminal offence.
Appointment to the Committee is for a term of
one year, and members may be re-appointed.
The present members of the Recreation Committee
are:

Hunter Support
Committee •
ᑲᓐᑐᐅᓇᓄᒡ
ᑲᒪᒧᐎᓇᓄᒡ
Section 19 of the NEQA provides for the creation
of the Hunter Support Programme for Naskapi beneficiaries
with low annual incomes. The Hunter Support Committee
(“HSC”) is responsible for making decisions regarding
how the Hunter Support Programme will operate
each year. It comprises four Naskapi Hunters,
who are selected by the Nation. Council also appoints
one of its members as its representative on the
HSC. The HSC appoints one of its own members to
administer the Programme’s funds which come from
the Government of Québec.
No individual requests by a Naskapi beneficiary
may be authorized by the administrator without
the approval of the Committee members, and no
member of the HSC may approve requests on his
own.
Four Naskapi Community Members: Nominations for these positions will be held at an Ordinary band meeting scheduled for 27 March, 2007.

Naskapi Police
Committee •
ᓇᔅᑲᐱ
ᑲᒪᑯᓄᐛᓯᒡ ᑲᒪᒧᐎᓇᓄᒡ
The objective and function of the Naskapi Police
Committee (“NPC”) is to promote better policing
services in Category IA-N land. Among other things,
the NPC: identifies the concerns and needs of
the Naskapi community in policing matters; establishes
policing priorities for the Naskapi community;
develops such strategies or programmes to encourage
the participation of the Naskapi community in
policing matters as may be required for the delivery
of effective policing services in Category IA-N
land; and makes recommendations regarding the
hours and pay of members of the Naskapi Police
Force.
The NPC is comprised of six Naskapi beneficiaries. They are as follows:
Chief Constable: Samuel Pien;
Council Representative: Paul Mameanskum;
Elected Community Member: Lois Einish;
Elected Community Member: Kathleen Tooma.
Two Male Community Members who are not Councillors or on the Police Force. Norminations for those positions will be held at an Ordinary band meeting on 27 March, 2007.

Emergency Planning Committee
• ᒋᔅᒋᑯᒡ
ᒐᒂᓐ ᐃᔅᐱᐃᒡ ᒐᒋ ᐊᔭᔅᑯᐎᓇᓄᒡ EPC
The Emergency Planning Committee (“EPC”) is mandated to prepare
an emergency plan for Kawawachikamach in conformity with the requirements
of the Emergency Plans Act, to update it annually or
more often as required, and to submit it to Council for its approval.
The EPC is made up of at least five and not more
than twelve persons appointed by Council, who
are persons with expertise in policing, heavy
equipment operation, mechanics, fire protection,
electricity, and plumbing. Members serve on a
voluntary basis. The term of office is two years,
and members may be re-appointed.
